"~ing +to ~" grammar & pattern

Hi.

Sometimes I came across "~ing +to ~" grammar pattern in the sentence, when I was googling.

I think this grammar is important, But I don't get it. So Would you please help me this grammar how to understand and how does it apply to sentence?
