I know that you should not use

Waving to his friends, his mind was already elsewhere.

It should be Waving to his friends, he picked up his tool set.

So, what about this?

The relationship between Iran and the U.S. soured, suggesting that the upcoming negotiations will not be easy.

This sentence is passive, and "suggesting" is referring to the the souring of the relationship.

Is this ok?

What about this?

The hills were covered with snow, suggesting that skiing will be good tomorrow.
