yes, " smoking " is the object complment that modifies " people "

It sounds a bit weird though. I'd rather use "people who smoke" or simply "smokers".

There is a slight difference, though:

1. I don't like people who smoke = I don't like smokers.

2. I don't like people smoking = I don't like it when people engage in the activity of smoking.
