Ing modifier

Among lower-paid workers, union members are less likely than nonunion members to be enrolled in lower-end insurance plans that impose stricter limits on medical services and require doctors to see more patients, spending less time with each.

Guys ,

What does spending less time with each. modify? Looks form the context its modifying doctors... however ETS rule says:

1.ing modifier should be attributed to the subject of the previous clause

AND

2.should modify the entire action of that clause.

I dont see above rule any useful in above sentence...

Yes, it certainly does look that way. That's how I read it.

Can ing phrase modify non-finite clause as well..In sentence discussed...

.... require doctors to see more patients, spending less time with each.

so here doctors --> subject of non finite clause... spending modifies doctor...

Am I correct....
