-ing instead of infinitive for activities

If somebody asked "What are your favourite activities?"

I guess the better answer would be "watching TV", not "watch TV".

Are both -ing and infinitive equally used in these context?

I am not interested in grammar rules but what people usually say.

"What are your favourite activities?" expects more than one activity, so just to keep it neat I'll assume that the question is "What is your favourite activity?". "Watch TV" is not a correct answer to this. As you guess, it must be "Watching TV". "Watch TV" is an imperative – an instruction telling someone to watch TV.
