Ing form and a verb allow

What shall we use after allow? For ex. You are not allowed making OR to make personal phone cals at work.
As far as I remember we use ing form after allow. From one book I can read: They don't allow parking in front of the house. But other book gives me: You are not allowed to make personal phonecals at work. What is the truth?

Allow + to do. 'Parking' is a noun. They won't allow me to park here.
