+ing adjectives

I am a bit confused about when to use verb+ing adjectives. Here are some examples:

"Printing paper". I understand this verb .
"Print cartridge". Why does not the same rule apply for cartridge?
"Negotiation table". Same thing here.

Are there specific rules that I can memorize? Can somebody point me in the direction where I can look them up?

  • Modification with a noun or a "normal" adjective is most common; modification with an -ing form is less used.
