did so much infrastructural work to make this possible (I think by "this" he means the book).

Infrastructure, as anyone with access to a dictionary can tell you, is the basic stuff needed to keep things going. In real terms, it is roads, electric power distribution, sewers, etc. The writer coined "infrastructural" without letting us in on the joke.
