I would say, "The officer at the information counter made an annoucement to the supermarket"

The Information Centre's officer made an announcement to the supermarket.

But I'd only use 'officer' if I knew that was their job title. Otherwise I'd use something more general such as 'assistant' or 'clerk' or 'attendant'.
