Inform to all

Hi

I have seen many people use the epresseion "inform to all" in writing. For some reason, it doesn't sound correct to me; I would rather say 'inform all'. Using "to" after "inform" sounds a little unnatural. What is your opinion? Please let me know. Thank you.

THIS IS TO INFORM TO ALL CONCERNED APPLICANTS THAT THE INTERVIEW FOR THE SELECTION OF CONTRACTORS OF VARIOUS SHOPS AND ESTABLISHMENTS OF HOSTELS WILL BE HELD ON TWO CONSECUTIVE DAYS

I agree. It's "inform all" - no "to".
