Inflict the death penalty - collocations

The death penalty was inflicted/administered/exacted/implemented on an innocent man.

Are these good collocations? Which are better/worse? Would you add anything to the list.

I wouldn't use any of your suggestions. I would say that the "death penalty was imposed on..."

How about changing the context a little:

The death penalty was inflicted/administered/exacted/implemented/applied since the early beginning of the law.


Does it change anything?

Btw, this sentence sounds a bit strange, doesn't it? Any suggestions to improve it?
