infinitive to modify noun ?

man's urge to ornament and embellish himeself .
in this phrase ,can " to' be replaced by "of" structure?
or some noun such as " urge" "time" can only be followed by infinitive as a modifier instead of "of" structure?
in my memory ,"way and entrance " cam be followe by both "of" and "infinitive".

"Urge," when used as a noun, is only followed by the preposition "to."
