Infinitive in news headings

Hello! Can anybody help me, please, to solve the following issue? Thank you.

From today's issue of the Guardian:
Owen Smith to pledge equal representation of women in Labour.

Are the following interpetations correct?
(1) O. Smith said that he is going to ask for equal representation of women in Labour
(2) (presumably it's about the number of women in the party that shouldn't be less than the number of men...).
