Infinitive - Impersonal 'It"

Is it correct to write as follows?

"It was important to have had finished all the project in India on or before 1st April of 2005."

". . . . to have finished" would be the correct "perfect infinitive." (Omit the "had.") The use of "it" is fine.

You could also say, ". . . . to have had the project finished etc."
