The last sentence can also be written like,
The fool crow gets delighted as he becomes the first crow who has touched.
I want to know the difference between these two and also is this sentence grammatically correct?

They are both grammatically correct. There is no difference in meaning. They are both odd without an object for the verb 'touch'.
