Infinitive and Gerund

- English people carry umberella ______ them dry.

1. to keep

2. for keeping

2 is the answer but why not 1 ? please I need explanations ?

the ending can be "to keep them dry" or "for keeping them dry".

It still is a bit unclear because "them" can refer to the umbrellas or the people!
