Infinitive

This study builds on the case of the implementation of active labour market policies in in Italy, in an attempt to help explaining the process of managing organizational change in the public sector.

I've received a feedback saying the above sentence should be corrected to any of the below two alternatives. I need to understand what exactly is the error in the above sentence, so I don't make the same error in future. Also, is the above sentence strictly grammatically incorrect?
