Infinitive

Hi.
"Among other key efforts, organizations must train and motivate users to navigate CPR systems, as well as develop a common structured language."

Why is it that the bare-infinitive is used here?When do we use the bare infinitive in the first place?

"As well as " is an addition;no need to double "to". It's used like in this example where all the verb is omitted to avoid repetition : Remember to use this device to link paragraphs as well as sentences . (to link sentences).

I think it's used to avoid repetition of "to" ,that is, not to write it again since there's "to" in the first
