Infinitive

Hi, please help me.

#1 He is looking for a room to hold a party in.
#2 She is looking for a pen pal to practice her English with.
#3 I don't have the right tools to fix your bicycle.
#4 He has the psychic power to predict the future.

I'm not sure whether to omit or include a proposition in the end of an infinitive phrase.
Are there any rules?

I think not really any rules beyond clarity of meaning. The terminal preposition is more formal when possible. These are all in use: #1 He is looking for a room to hold a party (in).
