Hi, please help me.

"Iraq has a lot of oil to develop."

Is it possible to change "to develop" to "to be developed"?

Yes you could make that change although the sentence does not make much sense either way. Oil is refined, produced, drilled for, but not developed

Iraq has a lot of oil producing land to develop . . . as in putting up the oil rigs and infrastructure to support them.

or

Iraq has a lot of oil to be produced. . . .
