Hi, please help me.

"Under the committee, the government plans to compile separate measures to strengthen each sector such as medical care and nursing care, while also showing a way to secure a budget of some 2.5 trillion yen which the government needs to keep shouldering half of the nation’s basic pension costs."

What does "to strengthen each sector" modify? In my opinion, two ways are possible: one is "compile", and the other is "measures." Which is right?
