Industry / enterprise

"The nationalization of bourgeois industry and enterprise under Stalin......"

I am somewhat confused about the nouns 'industry' and 'enterprise.' Sometimes they seem to be countable noun (i.e. the steel industry; private enterprises), sometimes they seem to be uncountable mass nouns (i.e. light and heavy industry; the government encourages private enterprise).

Does the example I give work, with both 'industry' and 'enterprise' treated as uncountable mass nouns?
