Johanne Fabian is discussing the anthropological studies of death, and pointing out: 1. That anthropology is concerned with human behaviour. 2. That human behaviour, at the individual level, ends on the death of the individual. It follows then that the anthropological study of death can be concerned only with people's reactions to the deaths of others.

Since 'human behavior' is just the expression of their 'will', then wouldn't a less wordy way to put this be, 'The end of will is Death'.
