Indirect report in past

Thank you everyone.

Today I read this passage in my grammar book. However, I still cannot make it out.

There is a nuance between the 2 sentences.

a) He suggested I should travel.

b) He was suggesting I should travel.

I know the 1st one means a concluded event. But how about 2nd one?

P/s:Could I start a new sentence with "but"?
