I have recently heard that proper indirect questions are with inversion.

I wonder if it is true?
or
I wonder if is it true?

Could you explain me the proper way to build correct indirect questions?

Just the reverse. Proper indirect questions (embedded questions) do not show subject-verb inversion. Only direct questions have that.
