Indirect objects and object of the preposition

Consider this sentence:

Debra sent Todd a postcard.

Debra sent a postcard to Todd.

Both sentences have the same meaning but the parts of speech have changed. In sentence 1 Todd is an indirect object but in sentence 2 adding to makes it an object of the preposition. What is the rule?
