Independent, Stand-Alone Sentence(s)

1. The first one she had ever had.
2. It was the first one she had ever had.

I know the second one is an independent clause, but is the first one? If not, what do you call it? Is it just an incomplete sentence?

The first is a fragment. I prefer not to use terms like complete sentence or incomplete sentence , since a sentence is complete by nature.

If not, what do you call it? It's a noun followed by an adjectival subordinate clause.
Is it just an incomplete sentence? Yes.
