Independent information between dashes

Greetings

The sentence below put me off a bit because of the possessive apostrophes before the part between the dashes. Is it correct as it is or does it require corrections? Thanks

"The history of the international affairs after the war up until 1970’s is composed of the story of the USA’s and Russia’s – the two nations that adopted opposite ideologies – efforts to create influence on the surface of the Earth."

It reads slightly awkward, but it is established practice. These bother me more: 'the' seems wrong before 'international' and is missing before '1970s' (which should have no apostrophe). And 'surface of the Earth' is rather silly for an economic text.
