Independent clauses?

Are these two phrases independent clasues? I am sure that the second is, but I'm not sure about the first. I want to know because I am not sure whether I should use a comma or not...

Not because our dreams are futile,
But because we are afraid to drown.

Thanks in advance! Emotion: smile
