00An independent clause can stand alone as a sentence. "Please tell me" can stand alone as an imperative, but "Last year, the government reported" is incomplete without an object. Can "Please tell me" be considered an independent clause? What about "Last year, the government reported"? 0-

But i don understand how can "drug use is increasing" is a dependent clause since it can stand alone.
