Independent and Dependent Clauses

I'm aware that a sentence must have at least one independent clause and I'm having a hard time deciding whether the following sentence meets that requirement.

"The punishment you should receive, Dan took upon himself."

I know I could rearrange it to "Dan took upon himself the punishment you should receive" - but would it also be correct the other way around?
