Increse in situations

Dear folks,

Please give me tips for the correct understanding

of the following phrase:

As more U.S. forces deploy closer to the front lines in Iraq, Syria

and elsewhere, there is likely to be an increase in situations requiring

strikes that would protect American troops.

Does it mean "the number of situations is likely to increase"

or "situations are likely to tense"?
