Increase or be increased?

Sometimes I find it hard to determine if "increase" (and similarly, "decrease") should be used actively or passively

For example,

cost of living increases - I feel it right

cost of living is increased - I feel it right too, because it's done by human

Can I say "increase/decrease" is a special verb that can be used both actively or passively or do you have a different comment on this?
