Increase

The number of people has increased in that country.

WIthout 'the number of', the sentence above wouldn' work. Then what about this? It wouldn't work either? If it works, why it works?

Crimes have increased in that country.

I would use crime as uncountable here. Crime has..... suggests to me that the different kinds of crimes are increasing.
