inconsiderate?

A stripe of my bag is loosening. The stitches are loosen. I'd like to know how to describe the state of the stripe. Can stitches be loose? Tnak you.

My neighbour puts garbage in the corridor in the evening before he takes it out in the morning so that his apartment can remain clean. Is he selfish, inconsiderate, rude? How would you describe him? Thanks.
