including or excluding

Hi,

I'm wondering if anyone could help. If I write,' I will transfer 10,000 dollars, including transfer fees, to X,' does it mean that X will get less than 10,000 dollars since the transfer fees will be deducted from the 10,000 dollars? What difference does it make if I use 'excluding' instead?

Any help would be greatly appreciated. Thanks.

Our organization pledges as much as (amount of money), including transfer fees, to your organization.

Although the meaning may not be clearer that what you suggested, I think the sentence is more formal. Unless, of course,

However, waffling about the precise amount to be pledged is not very professional.
