Include

She is going to visit many states in America, including Montana.

If 'many states in' was deleted as:

She is going to visit America, including Montana.

would it still make the same sense?

If you are going to delete "many states in" then I would change "including" to a different word, because it does not make sense. If you are trying to specify that she is going to Montana, perhaps change "including" to "in particular" or "specifically" or I would say "She is going to visit Montana and other parts of America."

Even with the right previous context, the one without 'many states in' would sound strange?

Generally speaking, without the words 'many states in' included in that sentence, it would sound awkward. To my way of thinking, the only way your second sentence could sound OK would be with just the right previous context. However, I would expect such 'just right' previous contexts to be pretty limited.

So, in general, I would avoid the wording in the second sentence,
