Incline

Can I make words from words by adding them "-incline"? Like tail-incline animals meaning the animals that have got tail.

Oh I'm so sorry I was going to write "inclusive" instead of "incline". I always mistake these two. So sorry.

No. Just say "animals with tails."

Can I also say "people with fears, room with good design, men with long hairs,etc."? I mean instead of "sb/sth that has got sth" can we say "sb/sth with sth" all the time? Does it work?

In general, yes. But it would be "men with long hair." (You only use the plural "hairs" if, for example, you're saying "there were two hairs in my soup.")

It usually works, but I wouldn't go so far as to say "always".
