Incidents that reported???

I've read it in a newspaper this morning.

"Statistics show that a home is no longer a safety zone. Out of the 19,498 sex-related incidents that reported across the country, 4,103 occurred within residential premises"

I think he has to write like this.

"Statistics show that a home is no longer a safety zone. Out of the 19,498 sex-related incidents that are reported across the country, 4,103 occurred within residential premises"
