incapacitated at 70%

Have you heard anything like this? Using percentages with incapacitate?
Can you incapacitate someone at a percent?

The gangster hit me so hard and incapacitated me at 70%.
After sustaining an injury to his knee while working on a machine, the client was initially incapacitated at 70%. (how do you give percentages?)

Thanks
