in/at any given time

Hi,

Is there a difference between 'in any given time' and 'at any given time'

For example, in the following I'm not sure whether to use 'in' or 'at'. My first thought was to use 'at'

The dictionary says: at any given time . But the question might be why at and not in. Prepositions are not easy to master.
