In/at a fleet of one thousand ships

Within one week, Agamemnon had gathered a huge army, and they set sail for Troy in a fleet of one thousand ships.

Is "in" in the above interchangeable with "at?" If not, what does it mean? Thanks.

No, because people sail in a ship. One ship is in a fleet of many ships.

No it's not. You can't set said for Troy at a fleet of one thousand ships...it would be interchangeable with on but not at.
