in which

In prisons where prisoners have to use buckets as toilets, slopping out is the practice in which they empty the buckets.

I found above sentence from english dictionary.
could anyone tell me why 'in' in front of 'which' should be in the sentence ? Thank you Emotion: smile

To me, "in which" seems sloppy at best. "which" by itself would be even less correct.
