"in whether"

when is it proper to use above?

Pls take an example below I came across.

The fairness of an election is regarded as one of the elements of "procedural quality", which is in turn a key metric in whether a regime is democratic.

Can anyone please give me some other example?

Hmm. That doesn't seem quite right. It's a key metric OF whether or It's a key metric in measuring/assessing whether The way it is just doesn't seem correct.
