In vs within a 100m radius

What's the difference between "in a 100m radius" and "within a 100m radius". I always thought they meant the same thing, but now I am not sure.

Walk in a 100m radius around the pole. (The person is to circle the pole at a constant distance of 100 m.)


Stay within a 100m radius of the pole. (The person is to circle the pole at a distance no greater than 100m.)
