in vs out of

According to surveys, 8 [in/out of] every 10 students have smoked marijuana.

To me, in and out of are interchangable in statistics contexts like this. Is there any difference?

Thanks!

No difference here-- or ' 8 of every 10 ', for that matter. In any case, eight people are cheerier than the other two.
