In vs on

Hello everyone! My question is about a sentence in the movie The fifth element. Some police officers are looking for Korben Dallas at his apartment building. They ask the residents to 'put their hands in the yellow circles' for identification. My question is about the use of the preposition 'in' instead of the preposition 'on'. I'd appreciate if someone can help me clarify this.
