In vs on?

It is always confusing to get this right and I always get confused when I'm about to say sentences like the following!! Any golden rule?

There is a camera in / on my phone.
There are several corrections in/on your report.
The laundromat is in/on the basement.
The arts classroom is on the 4th floor in the East wing, or the arts classroom is in/on 4East?

I got a same problem in my english study! but you know most teachers in china used to teach us as a fix sentences to remember just like "there is no reason why salt is salty !"

In deed ,when you translate the sentences into chinese,some of them is hard to understand.In my eyes,you could refer to earlier answers, accumulate in routine, even according to the context.
