Which sentence is correct?
A new program has been suggested in all levels of management.

Thank you for your reply! I actually am trying to communicate that managers from all levels made the same suggestion for a program (program would be used by non-managers, would not be for the managers). So maybe:

A new program has been suggested by all levels of management.

Except I don't want it to sound like all managers at all levels are making the suggestion, ju
