I would like to know if we can use "In virtue of" if it is followed by a negative property. For example:

In virtue of lack of adequate laws the country cannot overcome crisis.

I think the proper phrase is "by virtue of" and is probably best used in a positive situation (virtues are positive characteristics). In your sentence, I would use due to the lack of adequate laws.
